The Gazette Dossier: Precision Over Speed

The Department of Publication (Ministry of Housing and Urban Affairs), located at Civil Lines, New Delhi, is the sole authority responsible for printing Part IV of The Gazette of India. Every application submitted is scrutinized by administrative reviewers against statutory guidelines.

Even a minor variance—such as a misplaced comma between the CD text and the printed hard copy, or an unnotched photograph—will result in an official objection letter (deficiency memo) and months of delay. Below is the comprehensive, verified checklist.

Mandatory Document Checklist

  • Original Sworn Affidavit: Executed on non-judicial stamp paper, verified by an Executive Magistrate, SDM, or licensed Notary Public. Must clearly declare old name, proposed new name, parent's/husband's name, and permanent address.
  • Original Newspaper Pages (Two): One National English daily and one Vernacular regional daily. Full intact broadsheet pages must be provided—not clippings.
  • Prescribed Proforma (Typed in Duplicate): Standardized notification format containing the exact notice text, signed by applicant and two independent adult witnesses.
  • Compact Disc (CD-R): Containing the MS Word document of the proforma.
  • CD Undertaking Certificate: Formal declaration signed by the applicant affirming that the CD text matches the printed proforma word for word.
  • Two Passport Photographs: Recent colour photos (cross-signed across face and reverse by applicant).
  • Photo Identity Proof: Self-attested copy of Aadhaar Card, Passport, or Voter ID.
  • Permanent Address Proof: Self-attested copy of utility bill, rent agreement, or Aadhaar.
  • Bharatkosh Challan: Official government payment receipt downloaded from bharatkosh.gov.in.

Compact Disc (CD) Specifications & Formatting

The digital CD is one of the most common causes of rejection:

  • Use a clean, high-quality CD-R (Compact Disc Recordable). Do not use CD-RW or DVD media.
  • The file must be saved in standard Microsoft Word format (.docx or .doc). Do not save as PDF, Rich Text (.rtf), or plain text (.txt).
  • The font used should be standard Times New Roman or Arial, 12 pt size.
  • Label the physical face of the CD with a soft felt-tip permanent marker with your current name and mobile number.

Bharatkosh Government Fee Schedule

Publication fees must be paid exclusively via the Government of India's Non-Tax Receipt Portal (Bharatkosh):

Category Fee Amount Payment Gateway
Adult Major Name Change (Standard) ₹1,100 Bharatkosh.gov.in
Minor Name Change ₹1,700 Bharatkosh.gov.in
Indian Living Abroad (NRI) ₹3,500 + postal Bharatkosh.gov.in

Witness Verification Rules

The Gazette Proforma requires the signatures of two adult Indian citizens who verify that they personally know the applicant and confirm the change of identity. Both witnesses must provide their full residential addresses, contact telephone numbers, and self-attested copies of their government ID cards (Aadhaar or Voter ID).

Regulatory Notice:

Procedures and fee schedules for The Gazette of India are determined by the Ministry of Housing and Urban Affairs (Department of Publication), Government of India.
